The authorities may have seen STAR-Metropolis as more secure than STAR-Gotham. Given events in Catwoman about two years back real-time, this is not an unreasonable assumption.

Steel may also have worked as an EMT at some time. At least he seems to have been talking like one in 52 #1 (Day 2)

Just my assumption (and I know, I’m going out on a limb) -

after having a reality-bending experience, I’m sure that the forensic examiners wanted to make sure that

1) it was Luthor
2) it was not some clone
3) it was not a robot/android/synthetic man.

Those, I’ll grant – but something tells me the whole “no Y incision/Luther bursting in” was just some rather awkward writing. Nothing more, nothing less.
