The problem with the last-minute change to Monarch's identity gets even worse when you stop and think about the significance of this issue.

Throughout the entirety of Armageddon 2001, Hawk is the only "modern" super ever explicitly portrayed side-by-side with Monarch. Hawk is the only person Monarch *could not* be. Doiby Dickles would have been a more logical choice.

Eric,
The same thought had occurred to me. He was essentially searching for a needle in a haystack, an infinite haystack.

You know what I never understood about Armagedon 2001? Waverider would touch Superman to see his future. OK. Then he'd say that the future is fluid so he'd better touch him again which he would do to get a completely different future. So what the Hell was the bloody point of the entire exercise if the future was fluid and you knew full well that the future you got now wasn't going to be the "real" future. Especially after you touched say 5 or so heroes and realized that there was no way all of these futures could have jibed together. Either Waverider wasn't too bright or he just enjoyed wasting time and using his powers.

The continuity has even become weirder recently with Captain Atom donning the Monarch suit and persona during Countdown. Does mean that the Hank Hall Monarch never existed, and if so, what happened to him? Another victim of "Superboy's punch"?
