He might've gone the occasional issue without it, back in the '80s/'90s, but yeah, since Countdown to Infinite Crisis, he's been hitting the mind control pretty much non-stop. Which, come to think of it, makes me wonder how he's gone so long without sleep, since I'm pretty sure it's been at least implied that his power turns off when he's unconscious, which would free Superman from his control. He gets a nosebleed just about anytime he uses his mind control powers.
