Monday PSA: Superman Says “Hop on the Welfare Wagon”

This public service ad from 1952 offers a great example of how much the language has changed in subtle ways over the past 50 years. In this ad, the term welfare wagon is used in a positive light, meaning “helping others within the community.” Nowadays, the term is still in use, with several connotations, none of them particularly positive.
In the book Comic Book Nation: The Transformation of Youth Culture in America, the author proposes that this PSA has “Superman himself endorse a program of national social welfare.” I think that’s reading a bit much into the ad. To me, while Superman seems to be advocating some form of community welfare, it is a combination system of both private and government programs (he refers to “taxes” suggesting a governmental approach; but the hospital is having a fund drive, which suggests non-governmental funding), and one more locally based than national is scope. Overall, I think Superman is just proposing that “neighbors help neighbors”, whatever the system.
This PSA was written by Jack Schiff with art by Win Mortimer. This ad could be found in DC comics from Jun 1952 including Batman #71, Superboy #20, and Action Comics #187, the source of this scan.

I’m a bit confused, but then I only really know of the American Health care system from shows like scrubs where they have to scheme behind the administrators back to give people health care when they don’t have health insurance. Here in Australia we have free Health care, education etc. I myself am on a disability pension which I may most likely stay on for life, although I have had at least one review in the last ten years. My medication is subsidised by the government such that I only pay a few dollars for what would otherwise cost a hundred. I find it very surprising to see such shows as an epsiode of the simpsons lately where they had to go to Canada to get cheap medication. To me it seems to be the most natural thing in the world that the government looks after people.

Randall, I think you’re a bit confused. This is the American government, which exists to exploit the populace.
Here in Massachusetts, if you don’t have health insurance, there’s a three month grace period, and then you’re fined. Because that would help you so much to pay for health insurance.

Randallw – The problem in America is anyone who proposes anything like universal health care is immediatly label a socialist, and we’re not talking the I love my neighbor and want to help him out kind, we’re talking the Iron Curtain issue a bar code on your forhead commie type. Last time I checked, Australia and Canada are still considered democracies despite the fact that your health care systems have been socialized. Although I have to admit, I didn’t know Australia was like that.
The American social-political system is extermely interested in helping OTHER countries, and as recent events have shown is extermely interested in making sure others view the world the way we do to(aka Iraq). It’s funny, america does have a very socialistic agenda, we just dont practice it inside our own borders.
We need to help OTHER countries because of things like:
- Those countries have natural disasters which cause homelessness
- They have poorly run economies which cause people to go hungry
- Inadaquete health care, or lack of access
- They have greedy business owners which cuts jobs to save money
- An extermely few people in those countries control the majority of the money.
That’s why we help OTHERS. Oh wait…….

Are there any PSAs where Supes just drops a battleship on someone with whom he disagrees? Cause I think that would me me to laugh.

It just doesn’t seem to flow as well as the orginal text.

In my version, Superman wouldn’t even appear – the guy would start talking and then BLAM! Battleship.
