Five foot long arms! Maybe that is where we get the term, the “long arm of the law”.
I would’ve of ticketed the driver. Something fishy going on. The rear view mirror is not attached. Moments later, it is on the windshield.

The cop just didn’t want to tell them there was a meth lab in the neighborhood. Bad for property values.

That first panel makes it look like the car either has no roof, or has a five foot high windsheild.
