Maybe it’s a drawing mistake. Like in Ultimate Iron Man, when Tony had half or right foot severed. And on the same page that part of his Left foot is seen.

On the other hand i doubt that workplace of drawing artist covered with pictures of medical items with description when and how to use it.

Perhaps she moved unconsciously and snapped the neck supports due to her super-strength? To Power Girl, any sort of restraint would mostly feel like tissue paper anyway.

As a side note, two paramedics appear to be visibly distracted. I don’t think their eyes on the firefighter.
