		<description>The military always seems to get a bad rap in comics.  Mad scientists, unethical experimentation, evil generals -- these are the cliches from which comics are made.  Other thatn Sgt. Fury and Sgt. Rock, the military is never portrayed in a favorable light.  Those heroes that were in the militray (Captains Atom and America, for instance) always seem to strike out on their own.</description>

		<description>One suspects that in the context of the Marvel Universe, the Military has drugs that are generally more effective and useful than are available to the general public. The implication of the Black Widow&#039;s statement being that the military has secrets, and that the presence of these &quot;painkillers&quot; indicates whom ever has access to these secrets.

This is the same institution that was willing to experiment with drug and radiation treatements to produce a Super Soldier, after all.</description>
