The card in the hat makes me think it’s probably Mad Hatter’s. On the other hand, there’s a wand lying next to it so the set could be Zatara’s of Zatanna’s

It looks like the Ringmaster’s hat even in that panel – the tip-off is that just to the lower-right of it, there’s his baton and what looks like the hat’s spiral disc attachment.
